HR GENERALIST
The City of Edina is accepting applications for the
exempt position of HR Generalist. The HR Generalist is responsible for
managing the Citys recruitment, employee relations and safety programs.
Essential Functions of the Position: Develops
recruitment and selection strategies for positions; directs the hiring
process for full-time and regular part-time positions; conducts recruitment
of exempt positions; develops standards and procedures for recruitment and
selection of casual and seasonal positions; develops on-boarding procedures
and training for new employees. Manages projects focused on
organizational strategies to improve the effectiveness and efficiency of
practices and processes; facilitates training sessions to coach and develop
others; collaborates with divisions and departments to streamline systems.
Provides consultation to managers and supervisors regarding employee
relations and performance management communications and strategies; manages
annual performance review process; provides training to employees on
employment policies, provides training to managers on employment law and HR
procedures; assists with union negotiations and grievance procedures.
Manages safety and wellness programs; provide direction to safety and
wellness committees; ensures compliance with mandated safety training;
develops wellness and safety programs to meet strategic goals of the City;
develops procedures for managing employee leaves of absence and light duty.
Leads special projects related to human resources initiatives, including
software and technology implementation, process improvements, internal
training programs, internship program, on-boarding process, exit interview
process, etc. Researches, develops and makes recommendations regarding
employment policies based on best practices. Assists HR Director with
design of compensation and benefit strategies. Manages Human Resources
Department in absence of HR Director.
Minimum Qualifications:
Bachelors degree in Human Resources, Industrial Relations, Organization
Development, Public Administration, Business Administration, Psychology or
related field. Five years progressively responsible experience in human
resources, including staffing, performance management, employee relations
and project management. Knowledge of employment laws and human
resources best practices, including staffing, employee relations,
performance management, compensation, benefits and training. Excellent
customer service skills, including demonstrated ability to build positive
relationships with employees and managers. Strong research, analytical
and problem-solving skills. Ability to maintain highest confidentiality
when dealing with sensitive or private information.
Desirable
Qualifications: Human Resources experience in a municipal or
government setting. Experience designing and delivering training
programs. Experience managing safety programs. Knowledge of
federal, state and local laws related to government employment. PHR and
SPHR certification. Experience managing staff, including setting goals,
providing feedback and evaluating performance.
Supervision of
Others: Provides work direction to HR Representatives.
Salary Range: $59,261 - $79,015 per year
